Updated Python General API #218

This PR focuses on fixing the URL link to the Python General API which currents points to a broken repo rather than the original maintained API repo.

That original repo is even more outdated and less maintained though as far as I'm aware? In what way is berserk-downstream broken? It seems to work fine for me.
