Add Chess♯ #22

We've discussed more of the integration of Chess# into dartchess with the lichess team and the conclusion is that for now we think it is too risky for us to merge it, because of the maintenance cost. I'm Sorry about that. Note that I didn't changed my mind about what I told you earlier, I think it's well implemented. But in the end we think that there are too many rule changes compared to normal chess, and it is still a new variant, so we think it's better if you fork dartchess for now.
