Feat: Inform user if/when their desired rating range might not be satisfied when matchmaking #11954

Some brief clarification text in an informational popup (a ? button) would be welcome. I personally have only seen preferred ranges violated when the matchmaker had slightly stale data where the results of the previous match were not yet applied. If someone with knowledge on other scenarios where this can happen could chime in, I'd be happy to knock this out.

This was entered as bug #11902 and reclassified as a feature request.

I think that's totally superfluous. A big program is never perfect and we shouldn't try to document everything. Someone will always be displeased one way or another, so be it.

Who is pleased if he is paired -60 with a rating range -of -50/+0? It's not about being displeased or pleased; it's just strange.

Displeasing is if you order your steak medium and you get it well done.

Every big system is full of bugs, so reducing them is good.
