It is not the first time that there has been suspicion about the last one but it has become clear now

Chapters 2 and 3 are working fine, they are receiving new moves (2 new moves 15 Jun, 13:57:08 ...)
Chapter 1 is stuck in an old state
I was testing the delay in another test broadcast. It loaded the moves, but never updated. That's the same "old state" that Chapter 1 is stuck with
As a temporary fix, we can replace LCC with mule in the delayed broadcasts (that use LCC)
Currently it's just US National Open 2023 and US Women's National Open 2023, right? Las Vegas Walter Browne Memorial Blitz in 2 days.
Looks like it, other broadcasts are either not delayed or don’t use an LCC

Yup, the same thing is happening
I think if we reset chapter 4 (LCC + delay), it will load the moves once, but won't update after that. Let's save that for the devs to see, though.
