Introducing National and Continental Shield Tournaments

All Lichess Shield tournaments are global. I suggest that there are continental and national shield tournament. For example, there is a Nigerian Lichess Shield tournament open only to Nigerian Lichess user, Same as other countries and there is an African Lichess Shield tournament open to all African Lichess user. The tournaments can be created manually but only the PO can add the shield to the winner's profile. Organizing this tournaments is not difficult, just use the same format of organizing the main shield tournaments but this time it is open only to specific users.

I don't see the point of reinstating national borders that the Internet freed us from.

Also it's impossible to verify where a player really is from.
