ICQ account registration doesn't work #23

ICQ account registration always (for at least one week now) fails. Trying to register (SNAC 17,04) always fails with error 02 (Server rate limit exceeded) Trying to request a verification image (SNAC 17,0C) gets no reply at all.

Note: Due to recent changes in ICQ plugin, a connection wasn't even made to the server when trying to register. This has been fixed with d551f4d8bde2e6915960bfe0c440d94d89fea939.

I'm going to assume this won't solve itself so until someone figures out how to get it working again I'm replacing the registration wizard with a simple link to the registration web page. Committed as 6e1a705040a41dd0d8643d8de8082262fd360428

986fb18342bc8e29e8df0470466323f32d22c592 removes the registration function from console plugin.
