List of main changes:
Updated versions of the Arbitrum/Optimism SDK packages
Pinned the versions of some dependencies in the package.json to avoid unexpected changes of minor versions.
Updated ABIs and tests for new versions of the core Arbitrum/Optimism bridges
Added the configs with wstETH Goerli setups for Arbitrum/Optimism
Removed deprecated Rinkebay and Kovan testnet setups
