Determine where test files should go for a Lifemapper server #42

lm_test utilizes a directory of test configuration files. Determine where that should be on the Lifemapper main server as well as other installations.

@zzeppozz and I discussed and decided that using the conventions that services like apache use and putting them under /etc/lmtest/conf.d/ seemed vary appropriate given their multi-file configuration nature. Eventually, the lmtest tool will be turned into a service as well.
