Pins the major versions of this package's dependencies, so untested breaking changes are excluded from the package's installation
Removes dev dependencies that were already specified as package dependencies
Pins the exact version of the dev dependencies, to improve CI/CD determinism
A couple small README updates
Ran Prettier on README.md and CHANGELOG.md

This should prevent the problem we ran into where new breaking versions of pydantic and pandas were pulled into the package.
