chore: adds more details on Clay's release #5836

I added some more details to the documentation about Clay's release process, let me know if there's anything else missing or we need to explain more details about a step that I ended up forgetting.

I think this looks good to me. The key to determining whether this is sufficient is to have someone else handle the release following these instructions. @matuzalemsteles for the next clay release can you have @pat270 handle the release based on what's documented here. @pat270 if anything is unclear from the docs, talk to @matuzalemsteles about it and update the docs accordingly. Does that sound alright, guys?
