Update velocity template to use Liferay copyright 9ccc39e1c421e90f2874a679bf7576b8efb66921
Updated V62 services
Created windows module in gradle with generate task to autogenerate C# services for windows
Added V70 and V71 services
Updated Action.java and Discovery.java to use the same branch to create V62 services and V70. There is no need to use 6.2.0.x branch to autogenerate them 5b4cd5c23f2e1b35b46da659d96ef58916ccd715

Before merge, I have to update and upload the Liferay.SDK.nuspec file

I uploaded Liferay.SDK.nuspec and I did rebase with branch 7.1Beta @victorg1991 can you review this PR?
