Build and readme updates for the Lift 4.x series, including:

Updates to the build plugin to resolve some deprecations in sbt
Bump sbt to 1.9.9 both here and in the build plugin
Clean up some older scripts and such that I haven't used for actually cutting a lift release in years.
Readme updates in prep for 4.x and CI/CD improvements
