Add information about server's workload on FetchMetadata #53

Motivation

Attempt to solve https://github.com/liftbridge-io/liftbridge/issues/274 This would enable the server to provide information about work loads on FetchMetadata endpoint. This includes:

How many partitions are there on this server ?
How many partitions are there that have this server as their partition leader ?

This piece of information may provide a rudimentary way to better decide to which server should the client connect to.
