feat: token creation for all

• Remove the --disable_token_sender_check feature flag
• Add a token creation migration. Activating this migration allows any user to create new tokens
• Add a token migration resiliency test
• Update token tests and CI with new changes
• Run e2e bats tests when running bazel test //...
