To perform the production tendermint downgrade we will need to first execute a full production RC15 Upgrade.

[x] Prep prod pipelines for RC15 Upgrade
[x] Perform RC15 Canary uprade in production
[x] Test and monitor node stability after production upgrade
[x] Perform RC15 upgrade across all hosts
