Custom parameters are removed by CreateTemplateTask #321

The values of CustomParameters is being removed when the .vstemplate file is processed with CreateTemplateTask in TemplateBuilder. We should update that task to preserve that element.

Fixed now and I just kicked off a publish https://ci.appveyor.com/project/sayedihashimi/side-waffle/build/1.19.325
