Update to check in the .targets file #19

We should update the support to check in the .targets file which performs all the item template/project template goodness. See the related discussion at https://github.com/sayedihashimi/slow-cheetah/issues/113 as to why this is a good idea.

NuGet pkg restore should be called before the build starts.
