Announcement text block contains inconsistent spacing and sometimes overlaps with or comes too close to the text bubble path.

Todos:

add margin boundary to text bubble lines to prevent text from touching or overlapping with lines

Ensure that date text is bolded on all browsers. Font weight appears unchanged in Chrome. See image
