Broken links in SDK docs now that Setting Up section of main docs was removed #532

In https://docs.kalix.io/developing/development-process-js.html#_package_service, the link for installing Docker is broken.

In https://docs.kalix.io/javascript/kickstart.html#_prerequisites, the prerequisite link for a Kalix account is broken.
