Add RESTful services spec #43

This is intended to cover both data and non-data services, and provide some consistency between the two.

Please take a look; poke holes/discuss/disagree. Feel free to create other PRs based off this one, etc.

If anyone cares strongly enough, I can move this to a separate repo.
