blocks like global wildcard_constraints may to be recognized and addressed in special ways

it seems like, in general, these blocks are inherited from free based on how the parser attempts to leave infrastructure code alone. but since finding an exhaustive list of supported snakemake features is challenging, it is difficult to know exhaustively.
