incremental dev updates

[lightning-auriga]

• replacement of hackjob comment/docstring parser with a limited scope lexical parser with much better conformance to python3 spec
• cppunit tests for global namespace functions, including lexical parser and subroutines (~96% coverage)
• adjust coverage calculation to not include cppunit infrastructure
• change linting style with clang-format for line length
  • not sure, I may revert this one
