[WIP] SCB iOSs & Android #1273

@valentinewallace thanks for your PR in #1272. I integrated you changes in this PR and tried to get things working. Unfortunately it crashes when calling SubscribeChannelBackups. Did you get that to work? This PR uses polling for testing purposes.

Also I tried to implement backup to external storage on Android. Unfortunately it doesn't seem to copy the file. I can't figure out why. Maybe you can take a look?

@valentinewallace I reworked this a bit and it's ready for review now. This should be the UI-less part of #1265
