firewalldb: add db migration framework #574

To prepare for future migrations on the firewall DB, we should add a DB migration framework.

Examples of such a framework can be seen in the LND watchtower package: https://github.com/lightningnetwork/lnd/tree/master/watchtower/wtdb

This is a pre-requisite for the new index added in https://github.com/lightninglabs/lightning-terminal/pull/573
