set default Grafana home dashboard. #21

Closes #6. Currently this sets the default dashboard to be the Channel State dashboard.

One downside with the current implementation is that if the user sets a different home dashboard then restarts, it'll reset to the Channel State dashboard unless they change the default admin/admin login.
