updated proxy url to the same as launcher uses #44

Apparently, proxy.holochain.org, which is the one that the electron-runner has been using so far has been recently decomissioned. This PR changes to using the same proxy that the launcher uses and is still running.

cc @mattyg since I know that you've been using holochain-runner recently

thanks @matthme I am wondering if there is going to be a point in merging this, because I'm trending away from any additional support for 0.1 stream, which the current tip is currently developed for, however, I intend to revert and continue with 0.2 stream going forward

Is there a reason not to merge it? The 0.1.x series is still significantly more reliable in practice at the moment and anyone using the holochain runner at 0.1.x will run into this issue and have a hard time debugging it or may even think holochain does not work altogether.
