Upgrade v8 version #10

The v8 engine version used by the project is stored into the V8_REVISION file [1].

This version is 11.1.134, but the project has been updated many times since the last zig-v8 upgrade. The current version is 12.1.78 https://omahaproxy.appspot.com/

Goal We want to upgrade the v8 version to the last one available.
