What does this PR do?

Updates the plugin development and build resources to the latest official plugin toolchain

How does this impact users?

No impact, this ensures we're keeping the plugin up to date with Grafana standards.

How did you test this?

I manually tested the plugin using v8.4.7 to ensure that we're still compatible.
