#186 Prevent invalid block time from Tendermint #187

Changes

Ensure consecutive block times are increasing at least a second
In the case of identical block time, use parent block time + 1 second
Implement a new metric to track the number of time replacements done lightchain_consensus_replaced_block_time_total_counter
Update Standalone consensus config and TimeIOTA to 950ms to simulate invalid block times

How to test

Run a new standalone node with Prometheus activated
Run test suite over running the standalone network and wait for completion
Verify we had to replace some of the block times http://localhost:26661/metrics
