I know its on your aggressive list, but this is a Dynamic DNS service (same as noip.com or dyn.com) As you are not blocking noip, I think it would also make sense to not block duckdns It is not malicious, though I guess it could be used by malware to track your IP.

Hmm.... you make a good argument to add noip.com and dyn.com
