Playback of a clip does not stop if the video is scrubbed along the timeline with the onscreen controls

Playing a described video, such as:

http://youdescribe.ski.org/rel/player.php?v=OfHaV6NN3P8

While one of the description clips is playing, scrub the video timeline using 
the scrubber/slider which is part of the JW Player controls. The video plays 
from the scrub point (even though it was paused before scrubbing), but the 
description clip continues to play.

Note that, if the "Stop", "Skip Back" or "Skip Forward" transport controls are 
used, the description clip playback stop immediately. The issue here relates 
only to the JW Player controls, and is similar to Issue 94.
