Video soundtrack volume control buttons should get disabled if the volume is 10% or 100% #111

With the (off-screen, screen reader only) volume control buttons for video 
soundtrack, there is no screen reader accessible way to find out what the 
volume is currently set to. At the very least, the "Increase Soundtrack Volume" 
button should be disabled when the volume is 100%, and the "Decrease Soundtrack 
Volume" should be disabled when the volume is 10% (the lowest that it can be 
set to with this control).
