DG functional requirement listed as non-functional requirement #10

In the DG page 36, the following NFRs are listed:

However, the 5th item in the list is a functional requirement since as per the course website:

the 5th item is specifying what the system should do, and therefore classifies as a functional requirement rather than a non functional requirement.
