Mobile Devices lose ability to detect Chromecast

What steps will reproduce the problem?
1. Start watching a video through any Chromecast app
2. Stream a video through another mobile device
3. Wait for Network jitter and/or Dropped packets between service and 
Chromecast, causing video to freeze
4. Shut down the app without attempting to restart playback

What is the expected output? What do you see instead?
Instead of being able to reconnect to the Chromecast through other mobile 
devices, it completely vanishes from the streaming list. Browsers such as 
Chrome can still detect it, but it remains invisible to other mobile devices.

What version of the product are you using? On what operating system?
Nexus 7 2012   Android Version 4.4.4
Nexus 4        Android Version 4.4.4
     -  Issue has occurred with both Plex for Android, and Youtube

Please provide any additional information below.
After the issue occurs, the only solution to re-engage Chromecast discovery is 
to perform a full reboot of all Android devices which have streamed to that 
Chromecast.
Note, other missed factors may be involved - I am not able to fully simulate 
the known causes with my current network setup.
