What do you mean by none of the 3rd part apps are working for chromecast? You
need to be more clear and specific.
This is a SDK issue tracker, which means you need to be a developer and point
to a specific SDK issue. Do you have an app of your own, and if so, how is that
behaving? Google hasn't changed its policy which is clearly stated on our
developer site.

If your issue is related to discovery, there has been a bug that is reported
here as well and will be fixed in upcoming updates.

This sounds a lot like the issue I reported
https://code.google.com/p/google-cast-sdk/issues/detail?id=296
Basically most third party apps don't show the chromecast icon, I'm assuming it
affects apps which use the official SDK. Netflix and YouTube seem to never be
affected.

This turns out to be a different issue than 314; it is specific to ICS versions
of Android and is caused by a bug in those versions that was exposed
recently. A fix for that will be available in the next Google Play Services
update.

Just to note here. From watching Google Play Services Apps running services,
when i connect using Youtube the Cast Device Manager Service through GPS is
never started. It seems they must still be using the original Cast SDK and not
the one bundled with GPS. Maybe this is not true, but from my experience i see
this as very possible since the Service is not starting and its always working
within youtube App
