Add screensaver timeout #527

What steps will reproduce the problem?
1. Plug in Chromecast
2. Wait for the screen to blank
3. Experience heat death of universe

What is the expected output? What do you see instead?

One of the features I'd like to see is a screensaver timeout. After casting 
stops for a period of time on the Nexus Player, it drops back to the Android TV 
home screen and then eventually turns off the HDMI port. On my TVs this will 
cause the TV to power off automatically.

If the Chromecast had a (configurable?) screensaver timeout that would help 
here as well as potentially be a solution to issue #200:

What version of the product are you using? On what operating system?
Firmware 27946, operating system is N/A

Please provide any additional information below.
Having a default of disabled is fine, but a user-configurable timeout period 
would be fantastic. Even a static default would be acceptable.

You can change the screensaver timeout on Android TV by following the steps 
below:
Go to Settings -> Daydream -> When to sleep -> (desired timeout)

On Android TV, you can. But not on the Chromecast which is what I'd like to see 
changed.

Chromecast is meant to always be on by design.

I don't want the Chromecast to turn off, just the HDMI port. The net benefits 
are:
1. Consistent UX with Android TV
2. At least partial solution to accepted issue 200
3. Energy savings from TVs that are accidentally turned on but not turned off.

Overall I think this enhancement is worth consideration.
