If your budget goal is $0, it should be implied that you have no budget goal.
It is not also related to the quality of documentation or a documentation bug, as the documentation is accurate to rainyDay.

This is fairly counterintuitive. It would make more sense to let the user toggle a boolean to turn the budgeting feature on or off. Setting the budget to 0, while functional, is not very logical.
Additionally, this design choice may be triggering a few of the reports made earlier.
