Zend Diagnostics has been deprecated in favour of Laminas Diagnostics. The PR switches to this new package.

I released this in 2.12.0 - shouldn't cause any issues even for custom checks which still implement ZendDiagnostics\Check\CheckInterface as Laminas provides a BC layer.
