<Not Set> not consistent #18

What steps will reproduce the problem?
1. Delete all study regions.
2. Reload application
3. Click on Home, Tag, Import

What is the expected output? What do you see instead?

We expect that <Not Set> is the text used for the Current Study Region, but in 
the Import it is "Not set" -- no angle brackets and incorrect capitalization.
