Add UTC Offset to Study Region #25

The Day Type (weekday, saturday, sunday/holiday) concept needs to be applied to 
GPS data collected in the field, but there currently is no mechanism to 
determine day type, in part because of the difficulties in determining UTC 
offset. 

A new attribute will be added to the Study Region (model, UI, database) that 
allows a user to enter the offset. (e.g. Mountain Standard Time = UTC - 7). 

The offset will permit the GPS data to be analyzed by day type.
