Speed bin tab data needs to "clear" after recreating reports

When we recreate reports in the Speed Bin components, the subsequent UI tables 
on the other tabs need to be cleared out.

For instance, if a user creates a speed distribution report, then creates a 
speed distribution x traffic flow report, then returns and creates a NEW speed 
distribution report, the UI data tables of the speed distribution x traffic 
flow (as well as the two aggregate reports) need to be reset.

They are already being reset in the database, but are not being reset in the 
UI.
