Play speed slower or faster control does not work

What steps will reproduce the problem?
1. go to "controls"
2. click "play speed faster/slower" or use the shortcut (shift+apple+left/right 
key)
3. wait for the video file to slow down or speed up, according to the 
notification the shows up.

What is the expected output? What do you see instead?
It should slow down or speed up according to the rate indicated by the 
notification.  It does not at all, for any file.

What version of the product are you using? On what operating system?
0.6.8; snow leopard 10.6.8

Please provide any additional information below.

This problem is generic to all file types.
