[recnet-web][v1.4.1] Fix bio field validation logic #225

Description

Fix Bio field wording
Fix Bio field validation logic (previously, validate onBlur, now validate onChange)
Also added a char count to let user know how many characters they inputed to improve ux
When open cutoff date picker, reset the anchor to current month to improve ux
Remove email-not-working announcement
Fix issue #220
