Add the option for a HTML5 TagCloud #1

HB-Cumulus should be extended to give people the option of displaying a HTML5 tagcloud or a Flash or use the Flash as a fallback.

The HTML5 version can be achieved by implementing the code at http://www.goat1000.com/tagcanvas.php
