getRemainingBuildTime() returns 750 on SiegeTanks after Siege/Unsiege #448

What steps will reproduce the problem?
1. Build a Siege Tank
2. Siege the Tank (maybe need to unsiege too)
3. Use getRemainingBuildTime() on the siege tank

What is the expected output? What do you see instead?
getRemainingBuildTime() shall return 0, but it returns 750

What version of the product are you using? On what operating system?
Windows 7
BWAPI 3.7.4

This will require some research on the Unit structure involving Siege Tanks.
