Add ability to start with a configuration file loading in remote resources #25

As a LCA analyst, I want to be able to click one link in my LCA software and see a Sankey graph.

In order to meet this user story, we need to be able to load the required data from a request. This could be posted to the Sankey app itself, or loaded to a standard location.

The welcome screen should be skipped completely.
