Adds a safe storage building, as discussed on Discord.
Allowed items include artifacts, gold, silver and jade (last one is debatable). Graphics use CutoutComplex and masking to keep combination dial and handle from being tinted with the building material/"stuff".
May need a balance pass, and maybe some code to make the contents (not just the safe building) fireproof.
