Similarly, I wouldn't worry about building an index page of users until the bonus. Focus on the meat of SO: questions, answers, comments, votes, and acceptances.
You can also add user search to the list of de-prioritized features. :)
Voting on questions, answers, and also comments and accepting answers (the green check mark, which indicates the answer that worked as a solution for the questioner) are really crucial features of StackOverflow. You mention some of these features in the bonus, but I think that they are even more important than a user profile. (After all, when's the last time you looked at your profile on StackOverflow?) So if you are forced by time constraints to choose, I'd definitely do voting first as save the user profile for a bonus. And the big green check for an accepted answer and, to a lesser extent, color upvotes and downcotes, provide a nice splash of color and visual excitement in what otherwise might be a somewhat plain-looking app.
