Add OSS-Fuzz build script #2648

Adds Limas OSS-Fuzz build script which is currently located here: https://github.com/google/oss-fuzz/blob/master/projects/lima/build.sh

Once this PR is merged, I will change things in OSS-Fuzz so it invokes it here.
