This is in order to support Anaconda and Miniconda distributions of Python 2.7 on Windows. @fpcasale

It has proven to be very difficult to maintain for python 2.7 + windows combination due to VC9 dependency. Python 2.7 will not be maintained past 2020: https://pythonclock.org/ so time to move on.
